Where is the fuse block?
The warehouse where the puzzle is solved is in a bunker under the hospital called "Underground Storage". You can go there once Jill recovers her health.
Before entering the warehouse, try to collect as many weapons as possible - take a grenade launcher, shotgun, magnum and a lot of ammo. It is also worth having 1-2 green herbs available to heal Jill. The recommended path is shown in the image above:

How do I get to fuse 1?

How do I get to fuse 2?
Turn left and use the stairs. Prepare a good weapon - preferably a grenade launcher or shotgun.
Avoid using the corridors on the left because there will be a small explosion on each of them and you won't be able to go through it. Go straight ahead and wait appearance of two zombie dogs . Any undead dog is best dealt with with a quick blast from a grenade launcher or shotgun so it doesn't have a chance to catch Jill and knock her to the ground.
Keep walking straight. Quickly kill one normal zombie (for example, with a shotgun blast). Go in the direction narrow passage, shown in the picture - Jill must squeeze through it.
Go to the stairs. After you climb up, turn right and run along the elevator (you don't need to interact with its mechanism).

How do I get to fuse 3?

How to get to the fuse box?

Run to the elevator - a box to the left of it . Place all 3 fuses from inventory one at a time.
Re-interact with the elevator. The power source will return and the puzzle will be completed.
If your health is low, you don't need to inspect the warehouse. You can use the elevator right away to get to the observation room. But be aware that there is a lot of supplies in the warehouse.
