In Kazan, a terrorist staged a mass shooting at school No. 175. Nine people were killed, authorities said. Russian President Vladimir Putin instructed to urgently tighten the rules for the circulation of civilian weapons.
What happened
On Tuesday morning, the media reported on a shooting at Kazan School No. 175. Initially, news agencies wrote about the shooting, citing their own sources. The reports cited data on the number of deaths, which, as it turned out, were overestimated.
It was also reported that there were two attackers and one of them was killed during an operation carried out by law enforcement officers, but the information was not confirmed.
The official representative of the Russian Interior Ministry, Irina Volk, said that one attacker was detained. And the head of the region, Rustam Minnikhanov, said that the shooter acted alone.
“The terrorist has been arrested. 19 years old, weapons are officially registered on him, no other accomplices have been identified, ”he said on the air of the Rossiya 24 TV channel.
Minnikhanov reported that nine people died at the school. Another 21 people were injured.
“We have lost seven children – four boys and three girls. We also lost one teacher. And we have lost another woman worker,” said the head of the region.
Cars were evacuated from the school for several hours, and the nearest streets were partially blocked. In addition, the residents of the houses where the shooter lives and is registered were evacuated.

“After checking the buildings, people returned to their apartments,” the dispatch service of the Sovietsky district of Kazan told RIA Novosti.
The mayor's office of Kazan reported that the school was guarded by one watchman.
“In this and the last academic year, no money was collected from parents for protection. A watchman works on the staff of the gymnasium, and a panic button was installed by the municipality. A private security company worked at the gymnasium about three years ago. At present, the services of this private security company have been paid in full, ”the mayor’s office quotes the deputy director of school No. 175 Galina Ukhvanova.
The representative of the private security company "Sphinx" told the publication Daily stormthat employees of the security company worked at this school a few years ago. The company was suing the school because it did not pay for its services. “We were not paid money. Why? Question for management. They collected money from children, but we were not paid. In the end, we received money through the court and left the school,” said a representative of the private security company.

“It was the watchman who first blocked the attacker’s path, resisted him and managed to press the panic button, calling the Russian Guard,” State Duma deputy Alexander Khinshtein wrote in his telegram.
What is known about the shooter
Shortly after the incident, State Duma deputy Alexander Khinshtein said that the attacker's name was Ilnaz Galyaviev, and he received a weapon permit (smoothbore gun) only on April 28.
The attacker himself graduated from school No. 175 four years ago. He studied at TISBI College (Tatar Institute for Business Assistance), but he was expelled due to academic debt, told the publication RBC in an educational institution. They said he was quiet and non-confrontational.

“During his studies, he showed himself to be quiet, calm, tidy, non-conflict. Respectfully treated the group and teachers. No bad habits,” said the college.
A few days before the attack, Galyaviev started a channel on Telegram, where, before the attack on the school, he wrote that he was going to kill many people and then commit suicide. In the photos he posted on the day of the attack, he is wearing a scarf that says "god".
The attacker's channel stated that a few months ago he "realized himself as a god." The young man also wrote that he always “hated everyone” and abandoned his parents. He says the same thing on the video of the interrogation, published by the telegram channel “I’m going to Tatarstan”.
Galyaviev was armed with a Hatsan Escort gun, according to a local publication “Business Online“. This is a family of Turkish-made smoothbore carbines. Outwardly, they can look like both hunting rifles and civilian versions of assault rifles.
Since this weapon is a hunting weapon, it cannot be fired automatically, and the rate of fire depends on the model. Among hunters, Hatsan Escort carbines are popular primarily for their price - this is a relatively inexpensive weapon costing from 20 thousand rubles.
In addition, users note that these carbines are lighter than other samples of the same class with them. “Kerch shooter” Vladislav Roslyakov, who killed 2018 people in 21, also used the Hatsan Escort pump-action carbine.
How did the authorities react?
The Investigative Committee opened a criminal case on the murder of two or more people (Part 2 of Article 105 of the Criminal Code). The maximum punishment under this article is 20 years in prison or life imprisonment.
A few hours after the attack, Russian President Vladimir Putin instructed the Russian Guard, which is in charge of the circulation of civilian weapons, to urgently work out the tightening of its rules. Putin already gave the same instruction in 2018 after the shooting at the college in Kerch.
“A separate instruction was given to [Director of the National Guard Viktor] Zolotov to urgently work out a new regulation on the types of weapons that may be in civilian circulation and may be in the hands of the population,” said press secretary of the head of state Dmitry Peskov (Interfax quote ).
According to Peskov, this order was given "taking into account the type of small arms used by the shooter" in Kazan.
“The fact is that sometimes types of small arms are registered as hunting weapons, which in some countries are used as assault rifles and so on. This will also be urgently worked out by the National Guard,” the Kremlin spokesman explained.
Peskov said that the Russian president expressed condolences to the relatives of the dead children and wished a speedy recovery to those schoolchildren who were injured.
Peskov also said that Putin listened to the report of the head of the FSB, Alexander Bortnikov, about the details of what happened. A plane of the Ministry of Emergency Situations was sent to Kazan, as well as Ministers of Education and Health Sergei Kravtsov and Mikhail Murashko.
State Duma Speaker Vyacheslav Volodin said that the parliament will analyze the legislation on the security of educational institutions and on the circulation of weapons.
