The relic system is changing for the better, so you can choose which one you would like to receive. If you want to consider it from an Octane perspective, you will have both a long-term and a limited opportunity to get it.

Your first opportunity to obtain the Octane Heirloom is to unlock all 24 limited-time event cosmetics "System capture". You can unlock them directly by purchasing them with Apex Coins or Crafting Metals, and/or you can get them through Apex Event Packs, which will be available during the event (March 3-17, 2020). If you manage to unlock all of these cosmetics, you will be given the Octane Relic Pack for free! We'll have more information on how much each of these items cost once the event kicks off.
If you miss the event or don't want to get involved in cosmetics collecting, you can purchase the heirloom in a more traditional way. This was originally achieved if you got lucky with an Apex pack (you are guaranteed to get it within 500 packs). Now they've changed it a bit. You will now be given Heirloom Shards in a pack, and once you get them, you will have enough shards to choose the Heirloom you want! There are currently three available (if you haven't gotten them yet): Wraith , Bloodhound and Octane. Here's the official word on how it works:
We have changed the system of relics, and now it will be easier for you to get the relic you need. From now on, you will not receive a whole set of relics, but relic shards. These shards can then be exchanged for the set you need. Shards will drop with the same regularity as the previous system rewards. So once you get 500 Apex Packs, you'll have enough Heirloom Shards to purchase a set from the Heirloom Shop. Don't worry, current progress to 500 Apex Packs will continue after the change is made. Also keep in mind that once a player has collected all Relic Packs, Relic Shards will stop dropping until new Relic Packs are added to the game.
So you're still guaranteed to get one of the 500 Apex Packs, but you'll have more choices! This part of the system is at least a lot better, although getting it as a free-to-play game is still quite difficult.
