The only effective way to restore the blue bar of strength is to keep attacking enemies with regular attacks - the ones that don't require strength. Try to use attack power sparingly - only when the situation calls for it.
The power bar regenerates automatically while resting at one of the meditation points. It can also be restored to its maximum value after being hit by an opponent who killed the main character before.
There are two ways in which you can constantly increase the strength bar. The first way is to buy skills. The first skill that allows you to increase strength is Strength Attunement. You can purchase it once you get to the first chapter of the campaign.
