Talk to Wagner after completion Prologue: Act 3.

Reach the Stormterror Lair
Go to the Stormterror Lair to find the crystal deposits.
The location of all three crystal deposits will be shown on the map.
In each of the areas you will find several deposits of crystals. Wagner requires you to find one or more.
For your own sake, you need to get them all. They will come in handy later.
Visit all three areas and collect all
Return to Blacksmith Wagner
After finding all three crystal deposits, return to Monstadt.
Talk to Wagner and show him the pieces of the crystal.
This completes the quest and you will receive even more crystal ore as a reward in addition to 20 Pestilence.
