The new Archon quest in Genshin Impact version 2.7 reveals a snippet featuring a Harbinger of Fatui named "Regrator". In addition, Ye Lan's Story also has information about this mysterious person.

Regulator is simply an alias for the Harbinger of Fatui, as he is also known as Pantalone. He is the Ninth of the Eleven Harbingers of Fatui, the leaders of Fatui and the one who reports directly to the Queen.
