League of Legends 10.16 brings extensive changes, such as tweaks to popular champions like Volibear, Syndra, and Karma, as well as buffs to weak picks on Lucian, Evelynn, and more.
Here is the official update from the developers of League of Legends 10.16:
This will be a long article. We've put together a huge list of small changes to prepare for the World Cup! The meta is pretty stable right now, so we're being careful not to let the winds of change turn into a hurricane (by the way, Yasuo is roaming somewhere below).
First, we're buffing a range of champions, from rangers (Miss Fortune, Lucian, Tristana) to junglers (Evelynn, Hecarim, Skarner). Secondly, we are weakening those who bathe in glory (Karma, Syndra, Volibear) in order to give their opponents the opportunity to adequately counter and take revenge.
Other Champions have also caught our attention, with some we're emphasizing their personalities and highlighting their strengths, while others we're improving the clarity of the gameplay.
And finally, the development team will soon go to AFK for a short time. This means that the 10.16 cycle will last twice as long as usual, and there will be no 10.17 update. However, we still plan to make a number of balance changes in the middle of this cycle, so stay tuned. The next full update will be 10.18!

The third and final Ranked Split of this season will begin on August 9th at 23:59 pm BST, with a nice surprise in store for you! In addition to the regular split rewards, we'll be giving away a random Series 1 Eternals capsule to anyone who earns 750 Split Points.

AKALI
The base damage of Five Point Strike [Q] has been increased. The damage type of Assassin's Shuriken [E] has been changed.
Now that the pros have stopped taking Akali at every opportunity, we can pull her up at all levels of the game by boosting her damage early on. We're also fixing the inconsistencies between the damage types in her arsenal so she gets more value from buying items and kills enemies that don't protect herself more quickly.

The bonus attack speed from Marksman's Focus [Q] has been reduced at high skill levels.
We're rolling back Ashe's buff from 10.8 to encourage players to pick early-game shooters with less power and utility that can handle her later.

Base health reduced. The maximum healing from Altar of the Guardian [W] has been reduced.
The ringing of Bard's bells is becoming more frequent, especially in pro games, so we are reducing the power of the Wandering Guardian early in the game. Now it will be easier for players to deal with him, as well as to put pressure on his lane.

Cooldown of Hate Surge [Q] reduced; cooldown is no longer reduced by 50% when hitting a monster.
Throwing some power into Evelynn's Q to make it easier for her to enchant forest dwellers and enemies in early skirmishes. We also noticed that the cooldown reduction of [Q] when hitting monsters caused confusion and annoyance among players, so we are removing this mechanic, increasing the clarity of the gameplay.

The big matches are getting closer, and we noticed that the game lacks scaling duelists who could put pressure on the sidelines. Therefore, we want to get Fiora in shape, and at the same time give the teams more freedom in choosing a strategy. We make her beats over skillful and fast in early fights, as well as increasing mobility during split-pushing. And to balance out the buffs, we're slightly reducing her cooldown reduction when she hits an enemy.

The maximum acceleration from Devastating Rush [E] has been increased.
The gait of our centaur has become completely sluggish, so we are increasing its potential in ambush and initiation. As a reminder, this bonus movement speed counts as a passive and increases Hecarim's damage.

Counter Strike [E] cooldown reduced.
Now it's Jax's turn! As with Fiora, we want to bring Grand Weapon Master back on the scene to hold back other champions and use E counter more often. Now that the skill is more accessible, Jax will be able to turn the tide of battle more often.

The critical damage of the fourth shot of the Whisper (passive skill) against buildings has been increased.
Jin's weapons lack the killing power, especially when besieging towers. We've decided to loosen the passive's critical hit limit, introduced in patch 6.4, to make it easier for Jin to destroy buildings and keep up with other champions who are better at demolition.

We fixed an issue with Jinx's ult that caused the bonus damage cap to apply to champions instead of monsters. That is why it was difficult for her to finish off enemies with a lot of health. Now there are no restrictions at all, and Jinx will be able to deal his super-mega damage to anyone!

In her current state, Karma is a flexible champion (multi-position picker) with a bit too much control and safety, so we're reducing her power in solo lanes by nerfing the skill she uses to clear.

The beetle absorbed, the beetle adapted. After a recent buff, Kha'Zix has taken the lead at a high level of play. We decided not to rollback the changes from 10.14, but tweaked them a bit to hit the sweet spot.

Lucian has been out of the meta for a long time, constantly losing to ranged shooters, even in the early game. We are returning Lucian to the path of vengeance by increasing his strength.

Base magic resistance increased. Last Breath [R] base damage increased at high skill levels.
We carefully buff Yasuo with an eye on the mid lane and the pro scene. Here everything is like Veigar: we increase the resistance of magic, since magicians mainly play in the middle lane. In addition, we are increasing the damage of Yasuo's ult, which will primarily affect highly coordinated matches.

Bug fixes in update 10.16
- Players no longer continue to burn after finishing their round in Ultimate Fight.
- Aurelion Sol no longer retains extra stars if he survives the last round of U.R.F. to death.
- Forest items now restore mana in the entire forest, including the area around the red buff and the area between lanes.
- Void Herald no longer goes into permanent Stasis if summoned during Ultimate Fight.

BUG FIXES AND USEFUL CHANGES
- ➤LEAGUE CLIENT: Fixed an issue that caused the bottom chat line to disappear when the chat window had focus.
- ➤LEAGUE CLIENT: Fixed an issue where description pop-ups in the Item Sets section were sometimes not showing.
- ➤LEAGUE CLIENT: Fixed an issue where the "Failed to load settings" pop-up appeared too frequently.
- ➤LEAGUE CLIENT: Infrequently used sections of the client are now loaded only when the player navigates to them. This will increase the client's initial download speed.
- The siege minions of both teams now have the same attack range.
