League of Legends 10.16 brings extensive changes, such as tweaks to popular champions like Volibear, Syndra, and Karma, as well as buffs to weak picks on Lucian, Evelynn, and more.

Here is the official update from the developers of League of Legends 10.16:

This will be a long article. We've put together a huge list of small changes to prepare for the World Cup! The meta is pretty stable right now, so we're being careful not to let the winds of change turn into a hurricane (by the way, Yasuo is roaming somewhere below).

First, we're buffing a range of champions, from rangers (Miss Fortune, Lucian, Tristana) to junglers (Evelynn, Hecarim, Skarner). Secondly, we are weakening those who bathe in glory (Karma, Syndra, Volibear) in order to give their opponents the opportunity to adequately counter and take revenge.

Other Champions have also caught our attention, with some we're emphasizing their personalities and highlighting their strengths, while others we're improving the clarity of the gameplay.

And finally, the development team will soon go to AFK for a short time. This means that the 10.16 cycle will last twice as long as usual, and there will be no 10.17 update. However, we still plan to make a number of balance changes in the middle of this cycle, so stay tuned. The next full update will be 10.18!

AKALI

The base damage of Five Point Strike [Q] has been increased. The damage type of Assassin's Shuriken [E] has been changed.

Now that the pros have stopped taking Akali at every opportunity, we can pull her up at all levels of the game by boosting her damage early on. We're also fixing the inconsistencies between the damage types in her arsenal so she gets more value from buying items and kills enemies that don't protect herself more quickly. 


FIVE-POINT PUNCH [Q]

BASE DAMAGE 30/55/80/105/130  35/60/85/110/135.

SHURIKEN KILLER [E]

DAMAGE TYPE Physical  Magical.

ESh

The bonus attack speed from Marksman's Focus [Q] has been reduced at high skill levels.

We're rolling back Ashe's buff from 10.8 to encourage players to pick early-game shooters with less power and utility that can handle her later.


FOCUS ARROW [Q]

BONUS ATTACK SPEED 20/30/40/50/60%  20/25/30/35/40%.

BARD

Base health reduced. The maximum healing from Altar of the Guardian [W] has been reduced.

The ringing of Bard's bells is becoming more frequent, especially in pro games, so we are reducing the power of the Wandering Guardian early in the game. Now it will be easier for players to deal with him, as well as to put pressure on his lane.

EVELYNN

Cooldown of Hate Surge [Q] reduced; cooldown is no longer reduced by 50% when hitting a monster.

Throwing some power into Evelynn's Q to make it easier for her to enchant forest dwellers and enemies in early skirmishes. We also noticed that the cooldown reduction of [Q] when hitting monsters caused confusion and annoyance among players, so we are removing this mechanic, increasing the clarity of the gameplay. 


HATE SURGE [Q]

RELOAD 8 seconds  4 seconds.
REMOVEDNO MORE HATE Reloading Splash of hate is no longer reduced by 50% when hit by a monster.

FIORA

Lunge [Q] cooldown reduced; cooldown reduction on hit reduced.

The big matches are getting closer, and we noticed that the game lacks scaling duelists who could put pressure on the sidelines. Therefore, we want to get Fiora in shape, and at the same time give the teams more freedom in choosing a strategy. We make her beats over skillful and fast in early fights, as well as increasing mobility during split-pushing. And to balance out the buffs, we're slightly reducing her cooldown reduction when she hits an enemy.


Lunge [Q]

RELOAD 16/14/12/10/8 секунд  13/11,25/9,5/7,75/6 секунд.

HECARIM

The maximum acceleration from Devastating Rush [E] has been increased.

The gait of our centaur has become completely sluggish, so we are increasing its potential in ambush and initiation. As a reminder, this bonus movement speed counts as a passive and increases Hecarim's damage. 


DESTROYING DURGE [E]

BONUS MOVEMENT SPEED 25-75% (Hecarim accelerates for 3 seconds, and at the 4th second the acceleration remains at maximum)  25-100% (Hecarim accelerates for 3 seconds, and at the 4th second the acceleration remains at maximum).

JAX

Counter Strike [E] cooldown reduced.

Now it's Jax's turn! As with Fiora, we want to bring Grand Weapon Master back on the scene to hold back other champions and use E counter more often. Now that the skill is more accessible, Jax will be able to turn the tide of battle more often.


COUNTER IMPACT [E]

JIN

The critical damage of the fourth shot of the Whisper (passive skill) against buildings has been increased.

Jin's weapons lack the killing power, especially when besieging towers. We've decided to loosen the passive's critical hit limit, introduced in patch 6.4, to make it easier for Jin to destroy buildings and keep up with other champions who are better at demolition.


WHISPER (PASSIVE)

FOURTH SHOT DAMAGE TO STRUCTURES 120% of total attack power  150% of total attack power (now the same as normal critical strike damage).

JINX

Super Mega Death Missile Bonus Damage Limits! [R] removed.

We fixed an issue with Jinx's ult that caused the bonus damage cap to apply to champions instead of monsters. That is why it was difficult for her to finish off enemies with a lot of health. Now there are no restrictions at all, and Jinx will be able to deal his super-mega damage to anyone! 


SUPER MEGA ROCKET OF DEATH! [R]

MAXIMUM BONUS DAMAGE BUGFIX Max 375 damage to main target champions  Unlimited for all purposes.

KARMA

Mana cost of Inner Flame [Q] is now independent of skill level; reload time increased.

In her current state, Karma is a flexible champion (multi-position picker) with a bit too much control and safety, so we're reducing her power in solo lanes by nerfing the skill she uses to clear.


INNER FLAME [Q]

MANA COST 50/55/60/65/70  65.
RELOAD 7/6,5/6/5,5/5 секунд  9/8,5/8/7,5/7 секунд.

KARTUS

Devastation [Q] damage ratio decreased.

Now that Karthus has been picked up more often and his win rate has increased, we are rolling back one of the most notable buffs in 10.14, which turned out to be more powerful than we thought.

KA'ZIX

The bonus damage of Taste of Fear [Q] against an isolated target has been reduced.

The beetle absorbed, the beetle adapted. After a recent buff, Kha'Zix has taken the lead at a high level of play. We decided not to rollback the changes from 10.14, but tweaked them a bit to hit the sweet spot.


TASTE OF FEAR [Q]

BONUS DAMAGE ON ISOLATED TARGET 120%  110%.

LUCIAN

Piercing Light [Q] damage increased. The total number of shots of the Shot [R] has been increased.

Lucian has been out of the meta for a long time, constantly losing to ranged shooters, even in the early game. We are returning Lucian to the path of vengeance by increasing his strength.


LIGHT LIGHT [Q]

DAMAGE 85/120/155/190/225  95/130/160/200/235.

SHOOTING [R]

TOTAL SHOT 20/25/30  22/28/34.

MISS FORTUNE

Base attack power increased.

Recently, fortune has not patronized the pirate, although she is clearly not one of the fools. We send her a little air kiss to make her feel better in the early game.

MORGANA

The cooldown of Dark Bond [Q] has been reduced.

The bot lane is flooded with aggressive CC supports, so we're helping Morgana unleash her potential and show everyone that she can't handle these tricks.

RELOAD 11 seconds  10 seconds.

NAUTILUS

Wrath of the Titan's Wrath shield reduced.

Naut has anchored in the bot lane in pro play and has no intention of moving away, so we're increasing his vulnerability to harassing damage and lowering the reliability of early all-in initiations.


WRATH OF THE TITANIUM [W]

SHIELD STRENGTH 60/70/80/90/100  45/55/65/75/85.

NIKO

Explosive Blossom [Q] damage increased; explosion damage increased.

Giving Niko more power to engage in short skirmishes and minion clears to keep her on par with other popular mid laners. We hope this will help her come to her senses - that is, to be herself and no one else.


EXPLOSIVE FLOWER [Q]

DAMAGE 70/115/160/205/250  80/125/170/215/260.
EXPLOSION DAMAGE 35/55/75/95/115  40/60/80/100/120.

NOCTURNE

The cooldown of Blades of the Blackest Shadow (passive skill) has been increased; The cooldown reduction when hitting enemy champions and monsters has been increased.

Nocturne shreds mid laners at an alarming rate in normal play. We are weakening his pressure on the lane and survivability, but at the same time we do not touch the forest Nocturnes.


BLADES OF THE BLACKEST SHADOW (PASSIVE)

RELOAD 10 seconds  14 seconds.
COOLDOWN REDUCTION ON HIT Basic Attacks against enemy champions and monsters reduce the cooldown of Blades of Blackest Shadow by 2 seconds  Basic Attacks against enemy champions and monsters reduce the cooldown of Blades of Blackest Shadow by 3 seconds.

RAIKAN

Swiftness R has been increased.

Rakan's movements are unique, but the enemies are not eager to admire them. We're speeding up the pace of his ultimate so that no one can escape him. This is exactly what one of the main initiators of support should be. 


SPEED [R]

BONUS MOVEMENT SPEED 50%  75%.

SETT

Puzzle [W] base damage reduced at high skill levels. Brawler's base damage [E] is reduced at high skill levels.

Cool down the Sett players who rely too much on base damage and build the Boss into a tank. 


PUZZLE [W]

BASE DAMAGE 80/105/130/155/180  80/100/120/140/160.

FACEBATTLE [E]

BASE DAMAGE 50/80/110/140/170  50/70/90/110/130.

SCARNER

Crystal Strike [Q] damage ratio increased; Mana cost reduced.

Despite the buffs in patch 10.15, Skarner never came out of his hibernation. We're making a few more changes to make his sting more... stinging? 


CRYSTAL IMPACT [Q]

ATTACK DAMAGE RATIO 15%  20%.
MANA COST 15  10.

SINDRA

Dark Orb [Q] base damage reduced at high skill levels.

We're continuing to trim Syndra's power as she continues to dominate pro play. This time we are reducing her aggro in the lane - especially in the early and mid game.


DARK SPHERE [Q]

BASE DAMAGE 70/110/150/190/230  70/105/140/175/210.

TRISTANA

Explosive Projectile [E] now deals 1% more damage per 3% critical strike chance.

When we reduced Tristana's attack range early on, she disappeared from the radar - except for the mid lane, where she still harasses some champions. So we're putting more gunpowder into her cannon, buffing her bot lane crit build. 


EXPLOSIVE SHELL [E]

NEWIMPACT POWER Explosive Projectile now deals 1% more damage per 3% Critical Strike Chance (up to 33,3% additional damage).

VEIGAR

Base magic resistance increased.

We strengthen the baby yordle so that no one in the middle lane questions his greatness. To do this, we only increase his magic resistance, because he is already strong in the bottom lane.

VOLIBEAR

Lightning Strike [Q] haste has been reduced.

Volibear is a rare beast that relentlessly creates a storm at casual and professional levels of play. Therefore, we are reducing its mobility and scaling towards the late game.


LIGHTNING STRIKE [Q]

BONUS MOVEMENT SPEED 15/20/25/30/35%  10/14/18/22/26% (still doubles when moving towards visible enemy champions).

YaSUO

Base magic resistance increased. Last Breath [R] base damage increased at high skill levels.

We carefully buff Yasuo with an eye on the mid lane and the pro scene. Here everything is like Veigar: we increase the resistance of magic, since magicians mainly play in the middle lane. In addition, we are increasing the damage of Yasuo's ult, which will primarily affect highly coordinated matches.

ZIGGS

The damage coefficient of the Flamboyant (passive skill) is now independent of the level; Maximum damage to buildings has been increased.

We are increasing the firepower of the Artillery Mage so that he can demolish buildings faster, and most importantly, finally return to the meta.


FLASH (PASSIVE)

AP DAMAGE RATIO 30/40/50% (at levels 1/7/13)  50%.
BONUS DAMAGE MULTIPLIER TO BUILDINGS 2x ability power  2,5x ability power.

RUNES

SHINING CLOAK

 

Radiant Cloak is very popular with junglers and champions who rely on attack power. The reasons are obvious: it is a great tool for both attack and defense. We are lowering the overall power of the rune (especially due to Smite and Hex Blink) to encourage players to consider other options.

BONUS MOVEMENT SPEED 15 / 25 / 35% (Cooldown for each summoner spell is 0/100/250 seconds)  10 / 20 / 30% (Cooldown for each summoner spell is 0/100/250 seconds).

NEXUS STORM BALANCE CHANGES

Forest Changes in Update 10.16

FOREST DEFENDER BASE ATTACK DAMAGE 90  80.
FOREST DEFENDER ATTACK GROWTH 5  6.
TWO SIZES SMALLER Forest Defender now stops growing in size and strength after 40 seconds in combat.
KEEP YOUR FRIENDS CLOSE AND YOUR ENEMIES CLOSER Forest monsters deal less damage to players who are low on health and their attack power is increased by 20%.

Event Changes in Update 10.16

U.R.F. TO DEATH Champions in U.R.F. Deaths now receive Grievous Wounds immediately after starting to burn.
KBARDOLEV BATTLE Minions no longer spawn during the Battle of Kbardol; minions outside the circle are placed in Stasis.
CART PUSHING Attack/Defense no longer ends immediately after Swift Death starts. Instead, the movement speed of the cart increases, and the defenders lose the ability to block it. In addition, the time before Swift Death starts has been reduced to 75 seconds.
DAMAGE METER Mannequin now has more spawn locations.
THE ELUSIVE TIMO AND VEIGAR Magic resistance increased to 100 (elusive yordles gain an additional 25 armor and magic resistance if their event is 3rd or 4th in a row).

SEA SOUL Sea Soul resource recovery reduced by 25%.

Bug fixes in update 10.16

  • Players no longer continue to burn after finishing their round in Ultimate Fight.
  • Aurelion Sol no longer retains extra stars if he survives the last round of U.R.F. to death.
  • Forest items now restore mana in the entire forest, including the area around the red buff and the area between lanes.
  • Void Herald no longer goes into permanent Stasis if summoned during Ultimate Fight.
  • Toggle skills are now disabled if the player is spectating Ultimate Fight or riding the War Sled.
  • Hex Blink now turns into a Blink on every round of U.R.F. to death.
  • Forest Protector no longer respawns twice after being killed.
  • Gnar can no longer cast Hurry [W] и GNA-A-A-R! [R] in his mini form after jumping into the Battle Sleigh.

BUG FIXES AND USEFUL CHANGES

  • ➤LEAGUE CLIENT: Fixed an issue that caused the bottom chat line to disappear when the chat window had focus.
  • ➤LEAGUE CLIENT: Fixed an issue where description pop-ups in the Item Sets section were sometimes not showing.
  • ➤LEAGUE CLIENT: Fixed an issue where the "Failed to load settings" pop-up appeared too frequently.
  • ➤LEAGUE CLIENT: Infrequently used sections of the client are now loaded only when the player navigates to them. This will increase the client's initial download speed.
  • The siege minions of both teams now have the same attack range.
  • Fixed an issue that caused Kennen to permanently have Lightning Dash [E2] (i.e. skill cancellation) if he died from the explosion Hallucinations [R] Shako immediately after application Lightning Dash [E] to kill the clone.
  • ➤Crow Invasion [R] Fiddlesticks no longer continues to deal damage if he dies immediately after teleporting to his destination.
  • Shen can no longer buy items, use Shoulder to Shoulder [R], and then cancel purchases before the skill ends.
  • Darius' Basic Attack, Empowered Crippling Blow [W], now properly damages a target with a spell shield.

  • The visual effects of Ezreal Pulsefire now display correctly in spectator mode.
  • Now when Shyvana hits an enemy champion Dragon Landing [R] during action Burnout [W], she correctly gains two Conqueror charges.
  • Rek'Sai Basic Attacks, Buffed Queen's Wrath [Q], no longer go nowhere if applied right after activation Void Rush [R].
  • ➤Sound effects Walker (Passive Skill) Sivir restored in all images, including the base one.
  • ➤Reset sound effects Crouching Beast (Passive) Dawnbringers Nidalee restored.
  • Sound effects for Kha'Zix and Rengar's in-game quest "The hunt has begun!" are now correctly played regardless of the image.
  • All skins now play the idle sound effects from the base set.
