While Stu's ultimate might look weak on paper due to its short range, its strength comes from its fast attack. If Stu hits the player with his super and his attack at the same time, his super will be charged again, which can allow him to chain dashes at enemies.
It can be powerful if you look forward to its many uses. Stu, for example, can use his super to lunge at Primo or Rosa after landing, poke them to melt some HP, then run away using his second dash to avoid their melee attacks while hitting them with his ranged attacks. If you want to quickly get more ranks on Stu by earning more trophies, the Brawl Ball game mode is for you. Stu can take the ball and use his super to rush across the field and get close to the goal.
